An aspiring young writer lives in a bleak working class block in the late 1930s.

Master director Federico Fellini moved into the realm of self-reflexive autobiography with Marcello Mastroianni as Fellini's alter ego Guido Anselmi, a film director who, overwhelmed by the large-scale production he has undertaken, plunges into an interior world where fantasy and memory impinge on reality. Fellini jumbles narrative logic by freely cutting from flashbacks to dream sequences to the present until it becomes impossible to pry them apart, creating both a psychological portrait of Guido's interior world and the surrealistic, circus-like exterior world that came to be known as "Felliniesque."

Favraux, an unscrupulous banker, receives a threatening note, signed by "Judex", demanding that he pay back the people he has swindled. He refuses, and apparently dies after a midnight toast at his masked ball. However, he is only drugged by Judex and locked away. Judex spares his life when the banker's widowed daughter, Jacqueline, rejects the inheritance. Meanwhile Diana Monti, the former governess, kidnaps Jacqueline to try to get the banker's money. But Judex is hot on her trail.

A very pompous cigar smoker reminisces about the good old days when the lower classes knew their place and stayed away from cigars meant only for the privileged. However, after he and his society for cigar smokers watch an advert by British tobacco importers W.D. & H.O. Wills explaining their successive methods of cigar-making, his elitist ideals are shaken.
