Stepping back from its 1979 disco foray, Tower of Power dropped out of sight for the better part of a decade, as internal strife and member changes ripped the band asunder and the Tower of Power Horns spent more time backing other musicians. Returning to the studio in 1986 with only Steve Fulton and Willie James Fulton held over from the earlier regime, the band recorded the shaky TOP LP (different from a similarly titled 1993 date). Initially released only in Sweden, the album was trimmed of two tracks, retitled Power, and racked in America the following year. But even the rejigging couldn't help what ultimately emerged as an uninspired and mediocre set, showcasing musicians who sounded like they really didn't care anymore. It was a feeling that was only reinforced by their fans – the album was the first to miss the charts since their 1970 debut.

"All I wanted to do was to get to Sacramento to play the topless bars," recalls tower of power founder and tenor saxophonist Emilio Castillo about his band's early days in the late '60s. Clearly, the funk horn ensemble has accomplished much more than that. A major influence on fusion and smooth jazz, the 10-piece band has recorded albums for Epic, Columbia, and Warner Bros. and continues to tour the summer jazz-festival circuit. Soul Vaccination: Tower of Power Live, features 15 of the band's most popular songs as recorded during a 1998 world tour. Half of the tunes were recorded at the Fillmore in San Francisco, where the band performed frequently back in the day.

With Step Up, Tower of Power forges on into the next decade of the 21st century, while keeping to its continuous hardcore tour schedule and ongoing reinvigoration with the continual addition of new talent, most notably the phenomenal young lead vocalist, Marcus Scott, among many others. Marcus replaced TOP’s longtime lead singer, Ray Greene, who makes his final appearance with the band on Step Up. Also taking his bows on the new album is 30-year TOP veteran bassist Francis ‘Rocco’ Prestia, who is stepping back from life on the road and whose driving fingerstyle funk is ably replaced on tour by Marc Van Wageningen.
