Using his extensive knowledge of kidnapping (he's taught a class on Charles Lindbergh), Soneji abducts one of his students - Megan (Mika Boorem), whose father Hank Rose (Michael Moriarty) is a United States senator. Ollie MacArthur (Dylan Baker), the detective investigating the case, has strong words for Jezzie Flannigan (Monica Potter), the Secret Service agent who mistakenly let Megan slip through her fingers.

The year is 1987 and Japan is just reaching the peak of its economic success. Eighteen-year old Yonosuke Yokomichi arrives in Tokyo from Nagasaki. Ordinary in every way possible, he lives in a suburb far from the excitement of the big city and commutes to a university in the center of Tokyo. During his first days at school, Yonosuke befriends Ippei Kuramochi and Yui Akutsu. Soon after, he joins the Samba club and spends his leisure time learning to dance. In the Samba club, Yonosuke meets Kato, who turns out to be gay.

In a totalitarian society in a near future, the undercover detective Bob Arctor is working with a small time group of drug users trying to reach the big distributors of a brain-damaging drug called Substance D.
