Neste período vários estudantes abraçam a luta armada, entrando na clandestinidade, e em 1969 militantes do MR-8 elaboram um plano para seqüestrar o embaixador dos Estados Unidos (Alan Arkin) para trocá-lo por prisioneiros políticos, que eram torturados nos porões da ditadura.
