Police Commissioner Norbert Wilms investigates an auto theft ring in Hamburg following the murder of an inspector. Meanwhile Katja, whose father Tessmann runs the car theft ring, gets a job at the local Rio Rita club. Suspecting that the club is a front for the ring, Commissioner Wilms investigates Katja, the "Girl with the Cat Eyes".
