The Law Enforcement Technology Advancement Centre (LETAC) has developed SID version 6.7 – a Sadistic, Intelligent, and Dangerous virtual reality entity which is synthesized from the personalities of more than 150 serial killers. LETAC would like to train police officers by putting them in VR with SID, but they must prove the concept by using prisoners as test subjects. One such prisoner is ex-cop Parker Barnes. Maj. Ben Marco (Denzel Washington), is a war veteran who begins to doubt what is commonly known about his famous army unit. During Operation Desert Storm, Sergeant First Class Raymond Shaw (Liev Schreiber) supposedly rescued all but two members in his unit, of which Marco was the commanding officer. While this made Shaw a war hero, gained him the Medal of Honor, and launched him into a career in politics, Marco and other members of the troop feel that while they remember that Shaw did rescue them, they do not actually remember him doing it.

In a futuristic, high-tech world run by huge corporations, Parker Barnes (Denzel Washington) is an L.A. policeman serving time for killing the psychotic who murdered his wife and child. Lindenmeyer (Stephen Spinella), a Dr. Frankenstein of the computer era, has created a monster, Sid 6.7 (Russell Crowe), a virtual reality entity which is programmed with the character traits of scores of mass murderers. Sid 6.7 has escaped the control of its creator and is now running amok. The privatized police force in charge of keeping the peace in the city is run by Elizabeth Deane (Louise Fletcher). Barnes has volunteered to test a new criminal tracking system based on a virtual reality device. His job is to find Sid 6.7, with the help of psychologist Madison Carter (Kelly Lynch). Barnes gets out of prison and reinstated to the police force to pursue his dangerous prey.
