The most commonly accepted definition of vertical soloing is where a musician is focused on playing over individual chords in a progression or tune, rather than playing a scale that is common to all of the chords in the progression (horizontal soloing). Usually the musician is working with the chords' arpeggios, changing from one arpeggio to the next as the chords change, a very common approach for bebop.
