Developing East Asia and Pacifi c has led the way in showing how rapid and broadly shared growth can lift millions out of poverty. As this book shows, the region has achieved even more: the wave of prosperity across the region since the 1980s has lifted three out of fi ve of its citizens into economic security, where their risk of falling into poverty is minimal. And a solid middle class has emerged in most countries.

This volume reviews the regulatory framework as it currently exists, considers specific regulations that have placed undue and often unanticipated burdens on the research enterprise, and reassesses the process by which these regulations are created, reviewed, and retired.
