This book provides a thorough guide to building resilient cities, through the use of smart solutions enabled by information and communication technologies. The effects of climate change are beginning to be felt around the world with rising temperatures, changing precipitation levels, more frequent and severe storms and longer more intensive droughts threatening human life and livelihoods and damaging property and infrastructure. As such, society in all countries – both developing and developed – need to increase their resilience to the impacts of climate change, where resilience is the ability of a system to absorb stresses and adapt in ways that improve the overall sustainability of the system; enabling it to be better prepared for future climate change impacts.

This book explores urban resilience through significant, original and rigorous academic research, utilising the experiences of town planners, architects and decision makers to create a charter on resilient communities.

When was the last time you faced a challenge that seemed too tough to handle? Was it a business obstacle you did not foresee, office politics that were hard to figure out, or a life-changing incident that left you shell-shocked?

In 1871, the city of Chicago was almost entirely destroyed by what became known as The Great Fire. Thirty-five years later, San Francisco lay in smoldering ruins after the catastrophic earthquake of 1906. Or consider the case of the Jerusalem, the greatest site of physical destruction and renewal in history, which, over three millennia, has suffered wars, earthquakes, fires, twenty sieges, eighteen reconstructions, and at least eleven transitions from one religious faith to another. Yet this ancient city has regenerated itself time and again, and still endures.

Climate change impacts—more heat, drought, extreme rainfall, and stronger storms—have already harmed communities around the globe. Even if the world could cut its carbon emissions to zero tomorrow, further significant global climate change is now inevitable. Although we cannot tell with certainty how much average global temperatures will rise, we do know that the warming we have experienced to date has caused significant losses, and that the failure to prepare for the consequences of further warming may prove to be staggering.
