In 1931 Berlin, American singer Sally Bowles (Liza Minnelli) performs at the Kit Kat Klub. A new arrival in the city, Brian Roberts (Michael York), moves into Sally's apartment building. A reserved English academic and writer, Brian gives English lessons to earn a living while completing his German studies. Sally unsuccessfully tries to seduce Brian and suspects he may be gay. Brian tells Sally that on three previous occasions he has tried to have physical relationships with women, all of which have failed. The unlikely pair become friends, and Brian is witness to Sally's anarchic, bohemian life in the last days of the German Weimar Republic. Later in the film, Sally and Brian become lovers despite their earlier reservations, and Brian and Sally conclude with irony that his previous failures with women were because they were "the wrong three girls."

Cambridge University student Brian Roberts arrives in Berlin in 1931 to complete his German studies. Without much money, he plans on making a living teaching English while living in an inexpensive rooming house, where he befriends another of the tenants, American Sally Bowles. She is outwardly a flamboyant, perpetually happy person who works as a singer at the decadent Kit Kat Klub, a cabaret styled venue. Sally's outward façade is matched by that of the Klub, overseen by the omnipresent Master of Ceremonies. Sally draws Brian into her world, and initially wants him to be one of her many lovers, until she learns that he is a homosexual, albeit a celibate one. Among their other friends are his students, the poor Fritz Wendel, who wants to be a gigolo to live a comfortable life, and the straight-laced and beautiful Natalia Landauer, a Jewish heiress. Jacques Demy's auspicious debut - "a musical without music" set in the port city of Nantes - stars Anouk Aimée as the title character, a cabaret singer awaiting the return of Michel (Jacques Hardin), her long-absent lover and the father of her child. Michel went to America seven years ago and promised to return when he became rich. In Michel's absence, Lola is being courted by her childhood friend Roland (Marc Michel) and American sailor Frankie (Allan Scott). At some point, it seems that Lola will settle down with one of them, but her heart still belongs to Michel. The film is dedicated to Max Ophüls and the film title obviously alludes to Ophüls' Lola Montes as well as to the heroine of Josef Von Sternberg's The Blue Angel. Marc Michel makes a reference to his unrequited love towards Lola when he reappears in Demy's The Umbrellas of Cherbourg (1964).
