CR allows unlicensed (secondary) users to exploit, in an opportunistic or ad hoc manner, the radio communications spectrum allocated to licensed (primary) users. CR is a promising potential solution to the problems caused by inflexibility in spectrum allocation policy, with attendant spectrum shortage.
