In the mid to late 90's, the Reykjavik crime and drug scene saw a drastic change from a relatively small and innocent world into a much more aggressive and violent one.. The film tells the story of this change through the fictional gang of pushers that took control of Iceland's underworld.

Carrot-topped 8-year-old Zach Bonner lives in Tampa with his realtor mom Laurie and teenage sister Kelley. In 2004, in the wake of Hurricane Charley, Zach uses his beat-up toy wagon to collect water, food and clothing for families left homeless by the storm. Emboldened by his success and the attention he is receiving from the local media, Zach battles bureaucratic hurdles to start his own charity, the Little Red Wagon Foundation, to produce and distribute “Zach Packs”, backpacks filled with life’s bare essentials, plus a toy.

When the police raid Sean's home, they find rifles, shotguns, knives and ammunition - all property of Sean's father Ricky (Michael Buie), an avid hunter. They also find a supposed "hit list" with twenty names of people who have tormented Sean. The authorities and the media proclaim another Columbine has been narrowly averted, and soon Sean faces a terrifying imprisonment in a youth detention facility. Sean's only hope is to overcome his dark image, and prove his innocence to Deanna and to his community.
