In the editors of DC Comics decided to publish all issues of their then ongoing titles as stories, 23 issues in all. As those who follow comics all know (here I'll quote Wikipedia), " is the publication imprint of DC Comics that takes place outside the company's canon. According to its tagline: 'In Elseworlds, heroes are taken from their usual settings and put into strange times and places — some that have existed, and others that can't, couldn't or shouldn't exist. The result is stories that make characters who are as familiar as yesterday seem as fresh as tomorrow.' Unlike its Marvel Comics counterpart , which bases its stories on a single point of divergence from the regular continuity, most Elseworlds stories instead take place in entirely self-contained continuities whose only connection to the canon DC continuity are the presence of familiar DC characters." I'm not aware of the reason(s) behind such editorial resolutions but we who delight in the milieu of "the world less traveled" are much more thankful, and rewarded, for it. Just for the record, in 1996 DC published the special that reprinted the stories "Leatherwing", "Legacy", "Crucible of Freedom" and "Citizen Wayne" from the 1994 Annuals collection.
