Mobster Bugs Kelley stubbornly refuses to become part of the syndicate that rules organized crime like a business in the city. He further antagonizes "Crime Inc." by kidnapping Tony Marlowe, one of the syndicate's most important members, and holding him for ransom. When crusading reporter Mike Egan begins dating Kelley's sister Betty, a nightclub singer, Kelley begins feeding him information on the workings of the criminal organization. Although Crime Inc. is being investigated by a Grand Jury, it keeps ahead of District Attorney Dixon's efforts because it has his secretary and several top police detectives on its payroll. All potential witnesses and threats against it are murdered, as is ultimately D.A. Dixon and Kelley.

A series of short Ishii-esque stories about “bizarre” crimes committed by females in the Meiji, Taisho, and Showa aeras. Love and Crime was released in 1969, the year when Ishii directed no less than eight feature length movies. He made brief visits to Nikkatsu studios in form of the Rising Dragon series (which concluded in 1970 with the Meiko Kaji starring Blind Woman’s Curse) but all of his Toei films fell strictly under the exploitation banner.

Crime Without Passion is an odd, almost existential murder yarn. Famed attorney Claude Rains, incensed that his mistress (Margo) has been seeing other men, kills the girl–or at least thinks he does. Rains believes he is "above" such irritations as conscience and morality, and calmly arranges to cover his crime, using his knowledge of the law to escape detection. But Rains cannot truly escape from himself, and is cajoled by a surprising turn of events to break down and confess. Crime Without Passion was ostensibly directed by Ben Hecht, who cowrote the screenplay with his longtime partner Charles McArthur, but most of the actual direction was the responsibility of cameraman Lee Garmes. Watch for cameo appearances by Fanny Brice, by MacArthur's wife Helen Hayes, and by Hecht and MacArthur themselves.
