The Tower, an observational documentary which has been filmed over three years, charts the urban regeneration of the notoriously troubled Pepys Estate in South London. The young houseboy in Uta wakes up every night to patrol the house of a teacher with a flashlight. He leads an austere life of meditation and he focuses his devotional attention on writing inscriptions for tombstones. In one of his tours he sees something he shouldn't have. The pervert pleasure of portraying him as a pillar of moral behaviour for the duration of the film is to see the downfall. As the teacher and his elder brother conspire to take over the mountain property of their grandfather and turn it over to realtors for a profit, Renge spends his time shuddering helpless, on his knees.
The last chapter of Jissoji's Ero-Buddhist trilogy, the other two are Mujo (1970) and Mandara (1971).

The village's headmaster makes a complaint about his neighbour who has built an outside latrine right next to the wall that separates their properties. Not only does it cause an awful stench, but the neighbour looks over into the wall and watches the headmaster's wife while he is standing there. As his neighbour is a rich man with influential friends in Moscow, the mayor is reluctant to do anything about the problem, saying that it's his own private property and he is entitled to use it whatever way he chooses. The headmaster therefore decides to take matters into his own hands and tries to force the issue by purchasing a property next door to the mayor. Events soon escalate out of control.
