Every Todd Rundgren album seems to have a gimmick, and on this one, which inaugurates his recording relationship with the Forward subsidiary of Rhino Records, the trick is that he recorded almost four hours of musical fragments of four to eight seconds each and put them on an interactive CD so that they could be combined in a nearly infinite number of ways. If you have a CD-I, that is. If you only have a regular old CD player, this non-interactive version presents 10 songs and six variations on them. Rundgren has added rap to his arsenal, his lyrics are more political, and many of the tracks seem aimed at the dance floor. Sounds like music designed to fall through the cracks, right? Rundgren fans will be put off, while the new jack swingers won't bother to listen. But the real problem is that it's just not very good. (By the way, with this release Rundgren anticipated Prince's decision to rename himself in a weird way: he officially became "TR-I," for "Todd Rundgren-Interactive.") (On June 7, 1993, Forward released No World Order–"Lite," an alternate version of the album's 10 tracks, through mail order at a midline price.)

As the post-punk dust began to settle, a particular strand of artist began applying a knowingly distant, colder aesthetic to their work. While much of the scene began to be dominated by bigger budget, commercially minded former punk and new wave acts, a darker undercurrent did survive, often more interesting, more dangerous and sexier than anything that could be heard on Top Of The Pops at the time. The first generation of the darkwave movement consisted of bands that were equally influenced by the fractured drama of Depeche Mode, Siouxsie & the Banshees and The Cure as they were by the art damaged experimentation of Cabaret Voltaire, Wire and Throbbing Gristle, always rich in Gothic spirt, societal displacement, urban isolation and sexual energy.

As early 90s NYHC ventured into melodicism, Black Train Jack was born. Frequenting CBGB's and making a name for themselves alongside the likes of CIV and influenced by The Descendents, the band took their name from a Rollins Band song called "Wreck-age"… In 1993 the New York Hardcore scene was a wasteland of hyper-negative head stomp music. Tattooed tough guys and weekend warriors ruled the scene. Anyone who ventured outside the walls of Cro-Mags/Corrosion Of Conformity was likely beaten on the dance floor. Harmony was the farthest thing from anyone's mind. Then came Black Train Jack. These guys didn't care about pretense, the NYHC zeitgeist, or being perceived as "soft" – they just wanted to make good music. Harmony replaced hatred and BTJ changed the scene for the rest of the 90's.
